libspa-sys and pipewire-sys transitively depends on clap

Crates libspa-sys and pipewire-sys both depend on bindgen with its default feature set, that includes feature runtime depending on clap.

Please consider explicitly declaring needed features of bindgen, to (hopefully) reduce dependency tree for projects not using clap (e.g. Fractal).
