st/oxr: Improve xrSuggestInteractionProfileBindings validation of input

This merge request makes the xrSuggestInteractionProfileBindings conformance tests pass, there are some work that can be done at later time.

• DONE: Make the generating be part of the build system.
• DONE: Remove any validation that was done in the oxr_action_suggest_interaction_profile_bindings function that is now done in oxr_xrSuggestInteractionProfileBindings.
