st/oxr: Always create the system compositor

Jakob Bornecrantz requested to merge wallbraker/monado:jakob/fix-headless-no-compositor into main

Some apps will enable headless and vulkan, then use Vulkan. Also guard a lot against the use of it.

Really unsure about the last commit.
