First chunk of tracking code
A fairly sizable chunk of tracking code, doesn't really track yet but is a very good basis to build upon. Thought I get some eyes on it.
Had to disable SDL2 and OpenCV on the CI.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
