Draft: Win32 direct mode

Should be somewhat there... but Invalid Argument on the CreateScanoutSource call, and I'm not sure why.

Env var XRT_COMPOSITOR_FORCE_GPU_INDEX can be used to force a different GPU for easier testing on laptops.

Still needs the win11-only fence stuff setup, as well as a vsync event thread.
