System devices struct and xrt_instance_create_system call

Jakob Bornecrantz requested to merge wallbraker/monado:jakob/xrt-system-devices into main

This is a prerequisite for setter uppers (system builders if will), also have the added benefit of moving the logic of which devices has which role solely into the service/instance.

Can somebody please test, even if a thing has been tested it would be good to make sure that it works for somebody else's setup as well.
