Scripts and configs for include-what-you-use

most manual setup complete, such that running scripts/run_iwyu.sh -j8 && fix_include --nosafe_header < iwyu.txt && scripts/format-project.sh should probably work, but the include organization in clang format isn't perfect yet, and I did not actually apply the changes.
