HPlt4120: prepare a XMM plugin based HP plugin

The HPlt4120 should be able to implement XMM based operations via AT commands if the device also expose an AT port. We should make a new HP plugin that reuses the XMM shared logic, e.g. for device power operations like reset.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
