CellBroadcast: Add libmm-glib and mmcli support for setting channels

This expands (and is based on) the rather minmial !1294 (merged) by adding support in libmm-glib and mmcli:

$ mmcli -m any  --cell-broadcast-set-channels=0-9999,4353
successfully set channels in the modem
$ mmcli -m any  --cell-broadcast-status
      --------------------------
      Cell Broadcast | channels: 0-9999,4353

(If this goes in !1294 (merged) can be dropped, if !1294 (merged) goes in first I'll rebase)
