Sierra Wireless GL7600 does not work until reconnected on 1.18.6

I have another issue similar to #564 (closed) involving a different modem and the planned upgrade from 1.14.12 to 1.18.6 on the Ammonit Meteo-40 data logger.

When I connect a freshly power-cycled GL7600 to my Debian bullseye PC with ModemManager 1.18.6, I cannot raise the connection with nmcli. I receive this error message.

If I disconnect the USB and reconnect it, I can then raise the connection with nmcli. Here are the debug logs from ModemManager which I have annotated with what I did at each point.

The same modem works straight away on another Debian bullseye PC with ModemManager 1.14.12 . Do you know what's causing the issue?
