cdma: skip Sprint commands if EVDO modem with QCDM port

EVDO capable devices that expose QCDM ports should completely skip Sprint-specific AT commands, as we can get most info (including SID/NID) from the QCDM Serving System checks.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
