Attach APN don't take effect when LTE disable(3gpp) after several invalid APNs attach.

Please help check whether it' possible to do as the follow, thanks.
Description:
As normal, we can attach APN successfully with correct APN, but when several times attach APN with error, modem will change to LTE disable state, the attach APN will do not take effect. As the introduce of the link(https://docs.microsoft.com/en-us/windows-hardware/drivers/network/mb-lte-attach-operations), it's ok to call radio off/on.
So we want to add this action after response received call attach APN, do you think we can add this logic in ModemManager?
