Quectel: fully reprobe modem after RDY URC

When the RDY URC is emitted by a Quectel modem during runtime (e.g. EC21), we must assume it has gone through an internal self-reset without a USB re-enumeration, and therefore MM should fully re-probe the device, see #282 (comment 711259)
