xsltproc only needed when building from git

There should be no need to check for xsltproc during configure if the ModemManager-names.h is already generated, as in the dist tarball. xsltproc should only be needed when building from git, same as autoconf-archive.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
