Cell Broadcast Support

It would be great to have Cell broadcast supprt (https://en.wikipedia.org/wiki/Cell_Broadcast) since that seems to be used by the Wireless Emergency Alerts (https://en.wikipedia.org/wiki/Wireless_Emergency_Alerts).

Looking at https://git.kernel.org/pub/scm/network/ofono/ofono.git/tree/src/cbs.c it doesn't look too complicated. Checking here to see if somebody looked at this already.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
