ModemManager should not mess around random UARTs
I have been having problems with the modem manager for year and might already have created an issue for this but I feel it is time again.
Many people in current days use all sorts of UART devices that are not modems. beaglebone, tinyfpga, arduino, generic FDTI cable , esp modules you name it. They will often also allow to pulse DTR or similar to allow to reset the device.
The configuration of the ModemManager should not mess around $RANDOM UARTS unless this has been told to do so. the blacklisting approach is causing to much grief

make sure modem-manager is not installed as this will perform serial operations on new tty devices when they appear on the system and likely cause issues with using screen on the same port
https://bugs.launchpad.net/ubuntu/+source/modemmanager/+bug/1094138 I'm trying to connect serial console to an embedded device and but I'm not able to connect for the first 36 seconds after connection as modem-manager has locked the /dev/ttyUSB1
