vulkan overlay fps file output

Lionel Landwerlin requested to merge llandwerlin/mesa:wip/djdeath/vulkan-overlay-fps-file into master

I got a request for this feature, it required a bunch of rework which is actually the important bit. We could probably improve that file output to add more data in there, but that seems a good first step.
