Budget Cuts hits VK_AMD_shader_fragment_mask assert
With my Polaris 10 running a debug build of mesa 20.0.0 / llvm 9.0.1, Budget Cuts (with Proton 4.11-12) fails to render the first frame with "Cuts.exe: ../mesa-9999/src/compiler/nir/nir_lower_input_attachments.c:134: try_lower_input_texop: Assertion `glsl_type_is_image(deref->type)' failed." appearing in stdout.
I've bisected this to:

radv: advertise VK_AMD_shader_fragment_mask
Only for GFX8+ because it's untested on older generations.

Reverting the commit on top of mesa 20.0.0 avoids the issue. Separately, commenting out the assert also allows the game to run with no obvious rendering issues.
