intel/compiler/965: move ff gs compiler to common code

Dave Airlie requested to merge airlied/mesa:intel-i965-move-ff-gs-compiler into master

This will be needed in the future for crocus, may as well move it now and make sure it works in new place.

This also cleans up the code to lookup like the sf/clip compilers.
