Add Hygon Dhyana CPU Vendor ID("HygonGenuine") detection in gallium/swr and reuse AMD CPU Feature detection to enable Hygon CPU Feature, as Hygon Dhyana(Family 18h) shares similiar arch with AMD Family 17h.
