Automatically enables radeon and nouveau drivers on ARM targets

Ryan Houdek requested to merge sonicadvance1/mesa:enable_more_drivers into master

This is becoming more common of a configuration with multiple people using this on Solidrun Honeycomb boards. There are additional boards on the market that this is useful for.

Enables r300, r600, radeonsi, and radv on the Radeon side. Additionally enables Nouveau on the Nvidia side.

These were already enabled on MIPS targets as well
