docs: add guidance for running app against newly built mesa

Wasn't obvious to me - https://xorg-team.pages.debian.net/xorg/howto/build-mesa.html helped me figure it out. That information does exist in the meson.rst doc, but you can also end up in the meson subsection of the install doc and easily miss that the meson specific one exists.
