WIP: lavapipe vulkan 1.0 cts completion

In theory with all the changes in here lavapipe passes all of xcb based CTS tests.

Some of these changes are probably not going to land as-is though,

the main areas are

1. multisample points
2. vulkan compat line rendering
3. lod query accuracy
4. pow precision
5. enable + fix some extensions.
