radeonsi: si_get changes + PIPE_CAP_MAX_TEXTURE_MB

  • second commit moves a GL vendor workaround to drirc
  • third commit changes GL_MAX_UNIFORM_BLOCK_SIZE for radeonsi
  • fourth commit changes GL vendor to AMD for radeonsi
