ci: Attempt to solve intermittent runner failures in chezas

We have a couple of runner failures on cheza (TFTP boot failures with bulk read error, and POWER_GOOD failures) that can result in spurious fails in people's pipelines. I haven't actually verified this series against one of those failures, but hopefully it fixes them by retrying the boot until we get to the kernel working.
