These two options were deprecated and announced to be removed in 20.3, so let's drop them now.

Note: marking as WIP so it doesn't get merged now by accident, but the plan is to merge this after the 20.2 branchpoint (August 5th) but before the 20.3 branchpoint (November)

This MR depends on Mesa_CI/mesa_jenkins#46 (closed) being closed.
