ci: pre-merge 1/50 vulkan CTS run on cheza!

Here, finally, is what I've been building up to for many months. Pre-merge vulkan testing in gitlab!

I've been through 10-ish pipelines based around what we're enabling here and there are a few flakes but they don't seem to be graduating to full failures.

@hakzsam for impact to radv testing (bumping CTS, making sure script tweaks didn't break your tests).
