pan/bi: Bugfixes identified by test bringup

This fixes various issues noticed bringing up a dummy/passthrough shader with the new testing environment. At this point we can now do trivial handwritten tests. Next up will be making use of the newfound testing capabilities to actually map out the long windy road to come...
