panfrost: Add support for AFBC 32x8

Louis-Francis Ratté-Boulianne requested to merge lfrb/mesa:afbc-32x8 into main

Some MTK display controller drivers support only this AFBC modifier. Give it a chance to use AFBC for scanout resources. It might also be more performant, so let's add it to the top of the supported modifiers list.
