intel: Build Xe3 code paths in anv, iris and add PTL PCI IDs (with FORCE_PROBE)

This basically just enables building the Xe3 code paths in Anvil and Iris.

To remove FORCE_PROBE:

  1. We'll need to add more Xe3 patches to get functional PTL support in Mesa
  2. The xe driver will need to remove force_probe in the drm tree
