freedreno, turnip: Misc. simple CTS fixes

Just a few small fixes that get x1e laptops with their a740-derived GPU up to par with a750 in CTS, as well as fix a new CTS test in main. The first x1e-specific commit is probably the most impactful in terms of the likelyhood it fixes a "real" app.
