panfrost: Refactor XML files for Bifrost and Valhall

A number of changes to split Bifrost and Valhall instruction
descriptions from each other, to harmonize their respective
XML files, and to create a separate file for pseudo instructions.

None of this should actually change any functionality, it is mostly
cosmetic (although intended to make future changes easier).
