ir3: Fix and properly enable early preamble

It turns out that in trying to fix early preamble I accidentally disabled it, which of course "fixed" the remaining problems and without manually trawling dumps is hard to notice. Re-enable it, fix an issue that surfaced now that it's probably enabled, and add an executable property so bugs like this can be more easily caught.
