What does this MR do and why?

venus: fix VkDeviceGroupSubmitInfo::deviceMask for feedback cmds

Unlike sync2, a legacy deviceMask of zero is indeed to skip.

Fixes: 80f532a6 ("venus: fix VkDeviceGroupSubmitInfo cmd counts from feedback")

Test:

  • no VVL violation for VUID-VkDeviceGroupSubmitInfo-pCommandBufferDeviceMasks-00086
  • Below pass with venus on Mali ddk
  • dEQP-VK.device_group.*
  • dEQP-VK.compute.device_group.device_index
  • dEQP-VK.wsi.android.swapchain.render.device_group
