What does this MR do and why?

radeonsi/vcn: Implement separate QP for I/P/B frames

This also fixes max_au_size as a side effect of using new IB.

max_au_size tested with ffmpeg -max_frame_size. QP tested with -i_qfactor -b_qfactor.
