EXT_direct_state_access: implement interactions from other extensions

Pierre-Eric Pelloux-Prayer requested to merge pepp/mesa:ext_dsa_interactions into master

This MR:

  • implements the interactions from other supported extensions in compatibility profile
  • updates features.txt to reflect the EXT_direct_state_access state
  • enables EXT_direct_state_access, only for the compatibility profile

There's also a piglit MR that add some tests for the added functions, see piglit!174 (merged).
