nir/freedreno: Mediump prep-work

This MR is a kind of prep-work for mediump with regard to MR !1043 (closed), which includes patches from MR !1044 (closed) and !1045 (closed) that can be out of them without breaking anything. By landing this in advance of the main lowering pass, we can reduce the size of patches in MRs and the effort to maintain them. Then we can focus on the main issues for mediump.
