David Heidelberg requested to merge dh/mesa:debian-riscv into main

Draft because it need some adjustments after whole CI was bumped to Debian 12.

ci: Introduce RISC-V CI build

RISC-V is a open architecture. Currently SoC build on this architecture are already sold and running Linux. It would be nice to let our CI take care of build failures to allow people developing RISC-V Linux support to focus on more important matters.
