The patch adds support for HAL_PIXEL_FORMAT_RGBA_1010102 on Android platform.
Fixes android.media.cts.DecoderTest#testVp9HdrStaticMetadata which failed in egl due to "Unsupported native buffer format 0x2b" on Android.
