intel: Add support for gathing OA metrics with INTEL_MEASURE

This adds support for using the INTEL_MEASURE environment variable to get OA counter data from iris. I've been looking at this with ANV, but I'm not convinced we can go behind the API's back in Vulkan like this, and a layer may be more appropriate.
