glthread: call _mesa_glthread_BindBuffer unconditionally

Chia-I Wu requested to merge olv/mesa:glthread-fix into main

_mesa_marshal_GetIntegerv expects those states to be tracked. I am not sure if this covers all states that _mesa_marshal_GetIntegerv needs, but this fixes Civ5 for virgl at least.
