mesa: try and fix PrimitiveRestartForPatches

Just the last two patches here.

@zmike broke exposing this in !10973 (merged) since Intel/nvidia should expose it and AMD shouldn't.

I'm not sure this is complete answer so maybe we should wait for his return from holidays.
