intel: Move subslice_total into devinfo, match crocus scratch size calc with i965
Motivated by, and also included in !11564 (merged), but maybe better to consider/land separately due to the crocus change. I tried to test crocus somewhat, but our CI still doesn't have great crocus coverage as far as I can see.
