d3d10umd: Fix MSVC BUILD

Building D3D10UMD by default just needs WinDDK installed on the Windows docker image, but that's left to a follow up MR.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
