[Rusticl] clinfo shows 0 platforms. libMesaOpenCL.so.1 not found.

After building and installing Mesa 23.1.3 with Rusticl, running clinfo returns that the number of platforms is 0. I checked inside of the /etc/OpenCL/vendors directory and I see a mesa.icd file with contents of just "libMesaOpenCL.so.1" I can find a lot of other mesa related .so files inside of /usr/local/lib/x86_64-linux-gnu such as libRusticlOpenCl.so files but not libMesaOpenCL.so.1

From my understanding Rusticl has been officially supported for use with radeonsi since 23.1 so no env variable should be needed to be set.
