Dozen: Unable to create D3D12 Device on WSL2

- Mesa version: main at 1e7a930e
- Desktop manager and compositor: WSLg
Describe the issue
Running vulkan info after building dozen, results in a D3D12CreateDevice failed error.
$ VK_ICD_FILENAMES="$MESA_INSTALLDIR/share/vulkan/icd.d/dzn_icd.x86_64.json" vulkaninfo

Segmentation fault
Any extra information would be greatly appreciated
This is running on Windows 11 Pro, Build 22000.856. The video graphics driver installed is Geforce Game Ready 516.59
