[RADV] Warning that "radv is not a conformant Vulkan implementation" is obsolete

RADV still prints a warning stating that it is a non-conformant Vulkan implementation, even though it has been conformant for quite some time, and is listed as officially conformant on the Khronos webpage.

When reporting bugs an various games, the first thing the tech-person answering the bug report sees is that radv "is not a conformant..." resulting in them questioning the bug report.

Since radv is conformant (according to for instance https://www.khronos.org/conformance/adopters/conformant-products#submission_599), shouldn't the warning be removed?
