anv: Enable storage image compression on TGL

Before enabling compression we need to take care of a couple of things.

  1. Atomic ops are not supported on compressed surfaces
  2. We can't support fast clear due to the fast clear optimization behavior on TGL.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
