Random texture flickering in Minecraft

Describe the issue
Some elements on the HUD and GUI of Minecraft will randomly flicker. This can be text, backgrounds, the minimap, or the cursor. I have not noticed a pattern as to when it occurs, it seems to be random. Errors do not appear to be generated anywhere. Visual artifacts are dependent on what is affected. The cursor will sometimes flicker with a black background as if the alpha channel is disabled, other times it will flicker the entire texture file it's cut out of onto the screen. Backgrounds (which are translucent black rectangles that cover the entire screen) will, on rare occasion, flicker in and out rapidly for the entire duration they are on screen. The minimap will disappear and then reappear quickly.
Regression
The issue began after upgrading to Mesa 21.2.1 from 21.1.7 and persists with the latest git code. This was confirmed when testing on other operating systems did not yield the same error, and the issue no longer occurred after downgrading to 21.1.7.
