21.1.4 regression: Cyberpunk 2077 hard crashes at developer logo
Description
Cyberpunk 2077 hard crashes (AMDGPU ring timeout) on startup at developer logo. Tested on Fedora 34 with mesa-21.1.4-1.fc34
.
Downgrading to 21.1.3 immediatly fixes the issue and makes the game playable.

Steps to reproduce
- Ensure mesa 21.1.4 is installed.
- Start Cyberpunk using
VK_ICD_FILENAMES=/usr/share/vulkan/icd.d/radeon_icd.i686.json:/usr/share/vulkan/icd.d/radeon_icd.x86_64.json gamemoderun %command% --launcher-skip
(VK_ICD_FILENAMES because of #4828 (closed)) - The startup will show the developer logo, short flicker, ring timeout, black screen - reboot necessary to recover.
